Editor’s Note: Facing the Thirteen Five-Year Plan and the One Hundred-Years-Goals of Building a Well-off Society in 2020, the Fifth Plenary Session of the 18th CPC Central Committee emphasized that we must firmly establish and effectively carry out the development of innovation, coordination, greenness, openness and sharing Philosophy pointed out: “We must put innovation in the core of the overall national development.” Science and technology innovation is an important part of innovation and development, and the government plays an important and pivotal role. The unclear division of science and technology power between the central and local governments, the long-term dislocation of responsibility for fiscal expenditures seriously hampered the practice of scientific and technological innovation in our country.
