本文首先把企业家流动分为企业家内部流动和外部流动。在此基础上 ,本文分析了影响企业家流动的各因素 ,包括企业体制、内部治理结构、经济周期、社会政治经济的法治基础以及企业家的寻利动机等等。假定其他因素不变 ,影响企业家从一个企业向其他企业流动就取决于该企业家在不同企业所能获得的预期收入的比较 ,即企业家总是从预期效用低的企业流向预期效用较高的企业 ;反过来 ,企业家流动能否真正实现 ,还取决于企业聘用某个企业家所能得到的预期利润和聘用另一个企业家所能得到的预期利润的比较。只有在这两个条件同时满足的情况下 ,企业家流动和企业选聘企业家的交易才能实现“博弈均衡”。本文通过建立数理模型证明了这一点。以上这些看似简单的结论却蕴含了极为重要的政策含义 :完善财产权制度并在此基础上建立企业家市场是企业家流动的重要条件。另一方面 ,企业家流动会使经济资源实现优化配置。因为 ,从本质上说 ,没有企业家的正常流动 ,就没有真正有效率的市场经济体制。这一点 ,对于处在转轨时期的中国经济来说 ,是极富启示的。
This paper first divides entrepreneurial flows into internal and external flows of entrepreneurs. On this basis, this article analyzes the various factors that affect the mobility of entrepreneurs, including the enterprise system, internal governance structure, economic cycle, the rule of law basis of socio-political economy and entrepreneurial motivation. Assuming that other factors remain unchanged, the impact on the flow of entrepreneurs from one firm to another depends on a comparison of the expected income that the entrepreneur can have on different firms, ie, entrepreneurs tend to flow from the less-anticipated firm to the expected higher utility In turn, whether entrepreneurial mobility can actually materialize depends on a comparison of the expected profit that an entrepreneur can employ and the expected profit that another entrepreneur can employ. Only when both of these conditions are satisfied at the same time can the “game equilibrium” be achieved by entrepreneurial mobility and firm-to-firm entrepreneurial transactions. This paper proves this by establishing a mathematical model. These seemingly simple conclusions contain extremely important policy implications: improving the property rights system and building an entrepreneurial market on this basis are important conditions for the flow of entrepreneurs. On the other hand, the flow of entrepreneurs will optimize the allocation of economic resources. Because, in essence, there is no real efficient market economy without the normal flow of entrepreneurs. This point is very enlightenment to the Chinese economy in the transitional period.
