江西省赣州市国有资产监督管理委员会在2004年7月组建到位后,于2005年下半年出台了《出资监管企业负责人经营业绩考核办法(试行)》(赣市国资字[2005]101号),并从2006年起大面积、强势推开了以国有资产保值增值为重点的国资经营业绩考核工作。经过一年试行,其效果到底如何,从中有哪些经验教训值得总结和汲取,笔者于2007年5月中旬进行了调查。
After the establishment of the State-owned Assets Supervision and Administration Commission of Ganzhou City in Jiangxi Province in July 2004, the State Council issued the Measures for the Evaluation of the Operational Performance of Corporations Monitored by Enterprises (Trial Implementation) in the second half of 2005 (Gan Guo Guo Zi Zi [2005] No. 101) , And since 2006 a large area has opened up a strong performance assessment of state-owned assets management focusing on the preservation and appreciation of state-owned assets. After a year of trial and error, what are its effects and what lessons and experiences are worth summarizing and drawing lessons from? The author conducted a survey in mid-May 2007.
