文化市场社会监管机制是文化市场管理机制的重要组成部分。近年来,随着经济的发展和国家政策的扶持,临沂市人民政府不断加大对文化产业领域的建设步伐,泉城的文化产业取得了日新月异的变化,初步形成了图书出版、电影电视、娱乐、网络、音像、艺术品等门类齐全、特色鲜明、统一开放竞争有序的文化市场体系。但是,各县区文化市场也存在着文化执法部门职权不清、执法不严,执法方式手段单一等问题。笔者,针对目前县区文化市场存在的问题提出了几点建议,希望能对文化执法工作开创新局面,完善文化市场长效监管机制,尽一份绵薄之力。
Social market supervision mechanism in cultural markets is an important part of the management mechanism of cultural markets. In recent years, along with the economic development and the support of national policies, Linyi Municipal People’s Government has continuously stepped up the pace of construction in the field of cultural industries. Quancheng’s cultural industry has made rapid changes with the initial formation of book publishing, film and television, entertainment, Network, audio-visual, works of art and other categories, distinctive features, unified and open competitive market system of orderly. However, cultural markets in various counties and districts also have issues such as unclear functions and powers of law enforcement departments, lax enforcement of laws and a single means of law enforcement. The author, in view of the current problems in the county cultural market, put forward some suggestions in the hope of opening up a new situation in cultural law enforcement and improving the long-term regulatory mechanism in the cultural market, making a modest contribution.
