随着党中央、国务院对基础乡镇财务管理制度的不断加强,尤其是加强预算外资金管理的一系列行之有效措施的实施,对基层乡镇党委、政府尤其是基层财政部门提出了严格的要求。同时,基础财政部门的工作好坏在很大程度上影响着当地社会安定和乡镇基层政权的稳定,对和谐社会建设和社会主义新农村建设也同时产生较大影响。茌平县贾寨乡财政所严格落实中纪委七次会议精神和山东省纪委八次会议精神的有关规定,始终把加强机关财务管理,打造节约型机关作为一项重要工作来抓。结合本乡镇工作实际,茌平县贾寨乡财政所在辖区贾寨乡党委、政府的大力支持下,积极探索新形势下加强预算外资金管理的有效措施和办法。根据《茌平县财政局关于加强预算外资金管理的有关规定》,茌平县贾寨乡财政所专门下发了《茌平县贾寨乡预算外资金管理办法》,乡财政所从“加强票据管理、严格财务收支、加强监督检查”等方面入手,不断规范和完善预算外资金管理。
