为了保护国内企业的知识产权，国家政策提出要设立重大经济活动知识产权审议制度，但是这势必会导致政府对企业自主经营的矛盾。解决问题的办法就是合理划定重大经济活动知识产权审议的对象，将政府的审查行为限制在一个适当的范围。而保护公共利益和国家安全的标准正是划定对象的前提，并按照不同地区和项目的不同，划定不同的资金起点标准，明晰知识产权审议的对象清单。“,”To protect the intellectual property rights of domestic enterprises,the government proposes to set up a review system of intellectual property rights in major economic activities,which will undoubtedly lead to the contradiction between the government control and self-management of enterprises. The solution to this problem is to restrict reasonably the review ob-jects of intellectual property rights in major economic activities to confine the government control in a rational range. While pro-tecting the public interest and national security is the criterion for the delineation of the review obj ects,we should delineate dif-ferent standards of funding beginning for different areas and different proj ects and clear the lists of review obj ects of intellectual property rights.
