在特定条件下法规具有僵化、模糊、片面的特点。要求组织充分发挥自身能动性 ,在执行法规的过程中对其进行必要的调整与补充 ,但这同时也为组织脱离法规的约束提供了自由活动空间 ,成为制约政治工作法制化的瓶颈。规范组织的能动行为 ,除了加强教育与提高组织成员的自身素质之外 ,关键是要抓紧进行法规的体制建设 ,加强对组织执法状况的监督。
Under certain conditions, laws and regulations have rigid, fuzzy and one-sided characteristics. It requires that the organization give full play to its initiative and make the necessary adjustments and supplements in the process of implementing the laws and regulations. However, this also provides the space for free activities for the organization to get out of the regulations and become the bottleneck restricting the legalization of political work.
