及时调整欠发达地区人才群体结构,促进经济发展,是摆在人事工作者面前的一个重要课题。从人才群体结构分析是属于可控性的结构开放系统,其结构的基本性能尤为突出。这样,只有遵循人才群体结构的基本特征,实现人才群体结构的优化配置,才是促进欠发达地区经济快速发展的迫切需要。以下浅谈几种人才群体结构优化配置的模式:一、开放式配置当代,高科技的激烈竞争,其实质上是人才的竞争,而当代高科技的人才竞争趋向,总是不断向富庶地区密集。因此欠发达地区在这场激烈的人才争夺战中,必须迅速建立起人才的社会化管理机构,改变计划经济单一的人才流动机制,打破封闭式的人才管理模式,使欠发达地区的人才群体结构成为开放性的自我调节系统,充分利用人才的社会化管理渠道,多层次、多形式、多方面地向社会招贤纳能,搞好开放式的人才群体结构优化配置。
