针对着有人认为改革开放以来东南省区的“先富”是“剥削”中西部的结果并要加以“补偿”的看法，本文提出，西部大开发首先是西部广大干部群众发扬“自力更生，艰苦奋斗”的延安精神的过程，是遵循市场规律开拓奋进的过程，不能用计划经济之下“一平二调”的办法处理“先富后富”的关系。
