各区、县人民政府,市政府各委、办、局,各市属机构:经市政府批准,现将《北京市财政国库管理制度改革试点实施方案》(以下简称《方案》)印发给你们,请认真组织实施,并就有关事项通知如下:财政国库管理制度改革是财政性资金收缴和拨付方式的根本性变革,对规范财政收支行为,加强财政收支管理与监督,提高财政性资金的使用效率,从制度上防止腐败具有重要意义。各区县政府和市政府各工作部门要高度重视,周密部署,积极支持本市财政国库制度改革工作。为保证改革工作顺利进行,按照总体规划、分步实施的原则,2003年选择部分具有代表性的区县和市政府工作部门开展试点工作,不断总结经验,逐步扩大试点范围。未进行试点的区县,也要结合实际情况,按照《方案》确定本地区改革的时间和步骤,力争“十五”期间全面完成本市财政国库管理制度改革工作。财政国库管理制度改革政策性强,涉及面广,情况复杂,试点单位要加强领导,精心组织,及时向市财政局和人民银行营业管理部反馈试点过程中出现的问题和情况。本市财政国库管理制度改革的相关配套办法由市财政局、人民银行营业管理部另行制订发布。二○○三年二月八日
