产权交易制度变迁为国家法律法规的过程,是一个认识不断提高的过程,不可能迅速到位历史的事实表明,我国产权市场经历的三个阶段是制度变迁的过程,也是低收益制度被更高收益制度替代的过程。但是,这个制度变迁过程不但漫长,而且当前的产权交易市场制度仍然处于较低层次,不适应产权市场规范和发展的需要,究其原因,实际上是制度制定者对于制度变迁有着不同动因,并产生不同“制度偏好”的结果所致。
