主席、女士们、先生们:既然谢弗尔先生和基尔希先生都是政府代表,我将尽力以非政府组织和民间组织的立场阐述这个重要问题。因为两位先生都是外交官,而我不是。我所代表的国际人权与民主发展中心已经被卷入反逍遥法外运动多年。我们的一部分工作是致力于保障和促进法律(《国际人权公约》~([2]),包括《世界人权宣言》~([1])和两个条款~([2]))所规定的权利。我们一直在司法程序下执行这项运动且积极推动了专门审裁处和国际刑事法院(简称“ICC”“法院”)的发展。我们决不接受位高权重者享有拷问和谋杀的权利,并在事后让自己置身于司法公正之外。
Madam President, Ladies and Gentlemen, Since Mr. Shepherd and Mr. Kirsch are government representatives, I will try my best to elaborate on this important issue from the standpoint of non-governmental organizations and civil society organizations. Because both gentlemen are diplomats, and I am not. The International Center for Human Rights and Democracy to which I represent has been involved in anti-impunity for many years. Part of our work is devoted to the protection and promotion of law (the International Covenants on Human Rights - [[2]), including the Universal Declaration of Human Rights ~ ([1]) and the two articles ~ ([2])) right. We have been implementing the campaign under judicial proceedings and actively promoted the development of specialized tribunals and the International Criminal Court (“ICC” “Court”). We will never accept the right of torture and murder to those who are highly privileged and postulate ourselves beyond judicial justice.
