企业下放是实行政企职责分开的重要步骤,是搞活企业的重要环节。一年多来,我们电子工业部边实践、边探索、边总结,克服了不少困难,基本上按计划把部属企业放了下去,迈出了电子工业改革的关键一步。企业下放,改革旧体制,牵一发而动全身,情况错综复杂,加之人们的认识不尽一致,难度较大。
The decentralization of enterprises is an important step in the separation of responsibilities of government and enterprises and an important step in invigorating enterprises. In the past year or so, the Ministry of Electronics Industry, while practicing it, exploring and summarizing it while overcoming many difficulties, basically set aside its subordinate enterprises as planned and took a crucial step in the reform of the electronics industry. Decentralization of enterprises, the reform of the old system, the immediate development of the whole body, the situation is complicated, coupled with people’s understanding is not uniform, more difficult.
