群众路线是中国共产党的优良传统,是密切党群关系的内在要求,是决定执政党兴衰成败的生命工程,为切实保证群众路线教育实践活动收到实效,我们要增强广大党员干部的群众意识,要保障群众的主体地位,要维护群众的切身利益,但在笔者看来,更为重要的是推进其制度建设,完善领导干部的授权制度与考评制度;完善群众利益表达与维护制度;落实领导干部直接联系群众制度等,通过制度的保障与约束,促使党员干部将践行群众路线从外在要求转化为内在需要,保证践行群众路线的常态化与长效化,从而切实收到实效。
