绩效管理是创新政府管理方式的重要举措。党的十八大报告提出“创新行政管理方式,提高政府公信力和执行力,推进政府绩效管理”。推进政府绩效管理工作,既是党中央、国务院的战略部署,也是建设创新型、法治型、廉洁型、服务型政府的大势所趋。税务干部数量约占整个公务员队伍的10%,国家税务总局以绩效管理与中心工作深度融合为出发点,自2014年以来相继推出了五个版本的绩效管理制度体系
Performance management is an important measure to innovate the way of government management. The report of the 18th National Congress of the CPC put forth the proposal of “innovating the mode of administration, improving the government’s credibility and execution, and promoting the government’s performance management.” Promoting government performance management is not only the strategic plan for the Central Party Committee and the State Council, but also the general trend of building an innovative, law-based, honest and service-oriented government. The number of tax cadres accounts for about 10% of the entire civil service. Based on the deep integration of performance management and center work, the State Administration of Taxation has successively released five versions of the performance management system since 2014
