党的十六届三中全会提出的科学发展观是新时期我国各项事业的重要指导方针,以人为本理念是科学发展观的核心。中国共产党作为中国无产阶级先锋队、中华民族先锋队,代表着最广大人民群众的根本利益,始终以全心全意为人民服务作为宗旨。党务工作关系到党群关系、党的领导力、战斗力和凝聚力,要把党务工作做到群众的心坎里,就必须坚持以人为本的理念,尊重人、关心人、信任人、培养人,同时加强党在思想上、组织上、作风上的领导,通过党务工作发挥党在基层组织中的战斗堡垒作用。
The Scientific Outlook on Development put forward by the Third Plenary Session of the 16th CPC Central Committee is an important guideline for various undertakings in our country in the new period. The people-oriented concept is the core of the scientific concept of development. As the vanguard of the Chinese proletariat and the vanguard of the Chinese nation, the Chinese Communist Party represents the fundamental interests of the overwhelming majority of the people and always takes the purpose of serving the people wholeheartedly. Party work has to do with party-group relations, the party’s leadership, combat effectiveness and cohesiveness. To make party work a priority among the masses, it is imperative to adhere to the people-centered concept of respecting, caring, trusting and cultivating people while strengthening the party’s work. In the ideological, organizational and work style leadership, the party’s work as a battle bastion in grassroots-level organizations should be brought into full play through party work.
