为走出扶贫贷款面临的困境,让扶贫款真正发挥其效用,2001年,河北农行与省扶贫办、财政厅协商,在贷款规模上不再切块到县,由市分行统筹安排使用,在扶贫办提供的项目中选择,逐渐形成了一种全新的扶贫信贷管理理念:在扶贫方式上由贷款到户向效益到户转变;在贷款投向上由一家一户向有辐射带动能力的龙头企业、基础设施转变,走产业扶贫、项目带动扶贫之路。
