本文分析了目前经营性林场短期行为产生的成因,着重提出了消除短期行为的几项对策。在宏观上,应从林业政策、税收、信贷等方面对林场以保护与扶持;从森林资源消耗、审计等方面以控制与监督。在微观上采取提高场长及职工的个体素质和群体组合;加强职工培训;更新思想观念;实行决策的科学化等对策。以达到林场经济与资源的良性循环。
This paper analyzes the causes of short-term behavior of commercial forest farms, and puts forward several countermeasures to eliminate short-term behavior. On the macro level, forestry should be protected and supported from the aspects of forestry policy, taxation, credit and so on; control and supervision should be taken from forest resources consumption and auditing. At the micro level, we should take measures to improve the individual qualities and group combinations of the chiefs and employees, strengthen the training of staff and workers, update the ideological concepts, and implement the scientific decision-making.
