《中华人民共和国水法》,从今年七月一日起,正式实施了。这是我国颁布的又一自然资源方面的基本法律。《水法》的颁布实施,标志着我国在水资源的开发利用和保护,防治水害方面开始走上依法治水的新阶段。大家知道。水是生命的源泉,没有水也就没有人类社会的发展和存存。在我省,水的问题尤为突出。一是,我省水资源紧缺。我省人口居全国第二位,而水资源总量居全国第十九位。人均占有水资源量仅为全国人均占有量的1/5,居全国第二十二位。由于水资源的不足,制约着我省社会经济的发展。二是,我省受地理位置和自然气候条件的影响。旱涝灾害十分频繁,防治水
The Water Law of the People’s Republic of China was officially implemented on July 1 this year. This is another basic law promulgated by our country on natural resources. The promulgation and implementation of the “Water Law” signify that our country has embarked on a new phase of managing water according to law with regard to the development, utilization, protection and control of water resources. Everybody knows. Water is the source of life, and there is no development and storage of human society without water. In our province, the issue of water is particularly prominent. First, lack of water resources in our province. The province’s population ranks second in the country, while the total amount of water resources ranks 19th in the country. The per capita amount of water resources is only 1/5 of the national average, ranking the 22nd in the country. Due to the shortage of water resources, it restricts the social and economic development of our province.
