当前我国的收入分配差距不断拉大已是不争的事实,收入分配失衡已严重威胁社会的和谐稳定。收入分配制度改革的主要措施是:进一步完善初次分配制度;突破体制性障碍;加快城乡统筹;进一步完善财政转移支付制度,逐步缩小地区之间的收入差距;规范收入分配秩序,保障社会公平。
At present, it is an indisputable fact that the gap between income distribution in our country is constantly widening. The imbalance in income distribution has seriously threatened the social harmony and stability. The main measures for the reform of the income distribution system are: to further improve the initial distribution system; to break through institutional barriers; to speed up overall urban and rural development; to further improve the system of fiscal transfer payments and gradually narrow the income gap between regions; and regulate the distribution of income and ensure social fairness.
