According to the annual report of the Paris Memorandum, the port state control inspectors in the Paris memo area last year found that more than half of the flaws involved key safety areas such as lifeboats and fire-fighting equipment. About 53% of the 68,756 defects recorded were related to life-saving appliances, fire-fighting equipment, safety and navigation, and an increase of 8% since 1999. Last year, the Paris memo inspector conducted 18,681 inspections of 11,658 foreign ships registered in 107 flag states. Prosecutors detained 1,699 vessels, which account for 15% of the total number of vessels surveyed, due to the obvious safety, health and environmental hazards caused by the ship’s defects. Bulk carriers and general cargo vessels account for 80% of those detained. Statistics last year showed that the rate of arrest of passenger ships was on the rise. The figures also show a surprising trend, with about 22% of the 1,699 vessels stranded last year, up to 380%.
