《科技进步法》是国家的基本法律,是国家在科技进步中调整社会关系规范的总和,也是国家制定科技政策的依据。科技投资问题直接关系着一个国家的科技进步,在近代,可以说有什么程度的科技投资,就有什么程度的科技进步。世界各国在推进科技进步发展经济中,都把科技投资作为至关重要的关键。我国正着手制定《科技进步法》,科技投资的法律调控问题,应成为其重要的内容。科技投资宏观调控主要是投资量和资金流向的调控;而科技投资微观调控则着重于使用投资者的责、权、利相统一问题,其中权与责又是主要的。
The “Science and Technology Progress Act” is the basic law of the country. It is the sum of the state’s adjustment of social relations norms in the advancement of science and technology, and is also the basis for the country’s formulation of science and technology policies. The issue of science and technology investment is directly related to the scientific and technological progress of a country. In modern times, it can be said that there is a certain degree of scientific and technological investment, and there is a certain degree of scientific and technological progress. All countries in the world have made science and technology investment a crucial key in advancing scientific and technological advancement and economic development. China is embarking on the formulation of the “Science and Technology Progress Act.” The issue of legal regulation of science and technology investment should become an important part of it. The macro-control of S&T investment is mainly the regulation of investment volume and capital flow; while the micro-regulation of S&T investment focuses on the issue of the use of investor’s responsibility, power, and interest, with rights and responsibilities being the main ones.
