贵州省从1956年就开始了乡镇财政的试建工作,到1957年底全省有46个县市的354个乡镇已建立了财政。1958年初又有一些发展。已建立的乡镇财政虽然还不够完整与健全,但从总的方面来看,效果是良好的,发挥了积极作用。建立乡镇财政后的好处,不少同志已经作了介绍,我们不准备多谈,仅根据我们的体会,补充以下两点:第一、建立乡镇财政不仅可以进一步发挥乡镇组织收入、节省支出的积极性,而且可以有助于发挥乡镇搞生产、搞建设的积极性、主动性。现在各地正在大搞地方工业,不少地方提出了
