一、科研计划管理存在的问题 1.科委本身没有明确主攻方向县级科委安排年度科研计划项目,往往是年初发个文件,要求各有关单位申报再从申报的项目中筛选几个,下达计划任务书。这种方式使我们自己没有主动权,事先没有一个设想和打算,只好陷入项目筛选工作之中。 2.对科研计划项目的追踪调查和监督不够一般,科研计划项目下达以后,项目承担单位同科委的联系就少了;县级科委下达项目最后通过鉴定或评审的比例也较低。如永嘉县“六五”期间共下达73个项目,通过鉴定或评审只有22个,其他县也有类似的情况;年终按时收到项目进展情况报告的比例也很低;有些单位将科技贷款挪用了,而目前尚无有力的措施对此加以监督和制止。这些现
