在对上海市先进制造业1017家企业R&D人力资源投入(数量与结构)调查基础上,检索国内外相关统计数据,从宏观、产业、企业三个层面对上海市先进制造业R&D人力资源等进行国际比较分析.分析结果表明,上海市R&D人力资源数量占人口比重已接近发达国家水平,但高素质人才匮乏,R&D人员的知识与年龄均处于创造力较低的结构状态;与发达国家相比,上海企业的自主创新能力依然相当微弱.
