随着我国体制改革和社会转型的不断深入,社会矛盾加剧,刑事犯罪率呈现不断上升的趋势。刑事犯罪从发达地区向欠发达地区、从城市向农牧区的辐射蔓延越来越严重。受到大环境的影响,近年来牧区刑事犯罪发案率不断上升,严重影响了牧区的社会安宁和牧民的生产生活。可见,加大对牧区刑事犯罪的关注,遏制刑事犯罪向牧区这片净土的进一步辐射蔓延已成为公安机关迫切而重大的任务,对社会主义新牧区的建设和维护边疆社会稳定有着重要意义。本文对牧区盗窃牲畜犯罪规律特点及其高发的原因进行分析,并提出了侦防对策。
With the continuous deepening of the system reform and social transformation in our country and the intensification of social conflicts, the criminal crime rate shows a rising trend. The spread of criminal offenses from developed areas to underdeveloped areas and from cities to rural areas and pastoral areas is more and more serious. Affected by the general environment, the incidence of criminal crimes in pastoral areas has been on the rise in recent years, seriously affecting the social tranquility of pastoral areas and the production and living of pastoralists. Therefore, increasing attention to criminal offenses in pastoral areas and curbing the further spread of criminal offenses to this piece of pure land in pastoral areas has become an urgent and significant task for the public security organs. It is of great significance to the construction of socialism pastoral areas and the maintenance of social stability in frontier areas. This article analyzes the characteristics of the law of theft of livestock in pastoral areas and the causes of its high incidence, and puts forward the countermeasures of detection and prevention.
