党的十七大把“建设生态文明”作为全面建设小康社会奋斗目标的一项新要求,使全面建设小康社会的目标体系涵盖了经济、政治、文化、社会、生态五个方面,更加充实、科学和完整。生态文明是生态建设的新目标,建设生态文明,必须以良好的生态环境为基础,以发达的生态产业为支撑,以繁荣的生态文化为载体。林业是生态建设的主体,是协调人与自然和谐的关键和纽带,是生态文明的重要载体,必将在建设生态文明的历史进程中发挥重要作用。
