Background information ● After experiencing the “Lvzhizhou incident” in late 2006, a retired elderly person in Beijing wrote a letter to the leaders of Hainan Province in February 2009, reflecting the dirty and messy phenomenon in Hainan. Subsequently, a “clean and dirty war” as the theme of environmental regulation in the province wide open. ● In recent years, great achievements have been made in environmental remediation in Hainan. Recently, however, media outlets such as Hainan Party and Party Newspapers and Media, Radio, Television and Internet in Hainan Province have continuously exposed the phenomenon of social uncivilization and have drawn the attention of Hainan Provincial Party Committee and Government.
