2014年度党组扩大会议对科学基金法治工作进行深入探讨,交流了“十三五”期间推动学科均衡协调可持续发展和交叉融合的战略思路和优先资助领域,建议了到2020年各学科领域的具体资助目标和指标。现从目前的形势与任务,举“十三五”规划之纲、张基础研究发展之目,法规为基金管理的准绳和2015年的工作要点等四个方面,探讨基础研究如何以规为引擎、法为准绳,引领支撑新常态下中国经济社会发展。
