1933年11月22日,“中华共和国人民政府”(史称福建人民政府)在福州成立。“福建人民政府”成立不是偶然的。考察其原因;一、这是由国民党内部一部分对蒋介石坚持投降反共政策强烈不满的爱国人士和爱国将领举事的。1932年1月28日,驻沪十九路军奋起抵抗日军进攻,蒋介石不增援,反想借机消灭十九路军,并与日本签订停战协定,无异出卖上海。国民党内部许多爱国人士和爱国将领开始酝酿反蒋抗日。1933年9月,李济深等在香港集会,筹划建立“福建人民政府”。
