今年是祖国第一个五年建设计划的第一年,超额完成今年国家计划,无论对于我国当前的和长远的建设事业来说,无论对于国内外影响来说,都是有极其重要意义的。人民日报九月六日社论已向全国人民发出「增加生产、增加收入、厉行节约、紧缩开支、超额完成国家计划」的紧急号召。这一号召完全符合于我省具体情况,是十分正确而及时的。今年我省由于全体人民和各级干部的努力,迄今为止,在各个战线上,特别是工农业生产、基本建设和交通运输方面,已取得一定成就;工农群众的觉悟程度与劳动热忱和干部的思想水平与业务水平均有所提高;加之各个工作部门与财经企业部门内部都还存在着巨大的潜在力量,这对于超额完成今年国家建设计划,无疑地已提供了极为有利的条件。但也必须指出,由于我们还缺乏有计划的经济建设的经验,因而工作中还存在着若干缺点与问题:首先在工业和交通运输方面,上半年全省虽
