今年7月,国务院总理朱镕基亲赴辽宁,对完善城镇社会保障体系试点工作进行考察。考察结束时传出信息,国务院决定,在全国范围内开展一次社会保障政策落实情况大检查。9月中旬,由劳动保障部、民政部、财政部、国家经贸委、全国总工会和新闻媒体有关人员组成的8个联合检查组,分赴内蒙古、山西、河北、河南、黑龙江、吉林、江西、安徽、湖南、湖北、云南、广西、四川、贵州、陕西和甘肃进行检查。检查内容包括:“两个确保”及城市居民最低生活保障工作是否达到要求;各项社会保障金是否按照中央以及地方的有关规定标准及时足额发放;各项社会保障资金是否及时足额到位,特别是社会保险费是否按时足额征缴,是否按照规定的列支渠道及时足额拨付;社会保险覆盖面和社会保险费收缴率是否达到规定要求。通过检查,印证了这样一个事实——
