越来越多的外资涌入我国大陆港口行业并呈垄断之势。为保护国家的经济安全,维护我国航运企业、港口企业及货主的正当利益,国家相关部门应采取积极有效的反外资垄断调控策略:一是鼓励我国港口企业的规模化发展,充分考虑本国企业适度垄断原则;二是建立完善的市场准入制度对外商投资进行管理和控制;三是尽快对公用码头、中外合资码头等制定统一的收费规则;四是加大国家投资力度,增强我国港口码头技术设备与外资控股码头相抗衡的能力;五是鼓励国有大中型港口企业间投融资,培育一批跨地区发展的大型港口企业集团;六是取消外资港口企业的超国民待遇。
More and more foreign capital poured into China’s mainland port industry and was in a monopoly situation. In order to protect the economic security of the country and safeguard the legitimate interests of China’s shipping enterprises, port enterprises and cargo owners, the relevant state departments should adopt a positive and effective anti-foreign monopoly control strategy: First, to encourage the large-scale development of China’s port enterprises and give full consideration to the appropriateness of their enterprises Monopolize the principle; second is to establish a sound system of market access to foreign investment management and control; third is as soon as the public terminals, joint venture terminals and other uniform rules for the development of fees; Fourth, increase national investment and enhance China’s port terminal technology Equipment and foreign-controlled terminals to compete; Fifth, encourage state-owned large and medium-sized port enterprises to invest and raise funds to foster a number of cross-regional development of large port enterprise groups; Sixth, abolish the super-national treatment of foreign-funded port enterprises.
