过去几年中发生的海上溢油事故使人们对海洋环境问题大大重视。加拿大政府内的一个行政管理部门会同一个油轮安全与海上溢油治理能力的公共调查小组通过调查,并结合独立的试验后强调,加拿大现有的溢油治理能力需要加强。据此结论,调查报告建议,在每一个海岸警卫区都要计划并具备万吨级溢油治理的能力。试验从四个方面详细说明了需要配备能治理万吨级溢油的设备。所研究的四个方面包括:作业环境、拦截与回收设备、油水回收后的临时储存以及能保障有效作业的辅助设备等。
The oil spill incident at sea during the past few years has given people a great deal of attention on the marine environment. An investigation by an administration within the government of Canada in conjunction with a public investigation team on the capabilities of tanker safety and offshore oil spill management, combined with independent tests, underscores that Canada’s existing capacity to manage oil spills needs to be strengthened. Based on this conclusion, the survey report suggests that each coastal guard zone should plan and have the capacity to handle 10,000-ton oil spill. The test elaborates in four aspects the need to equip equipment capable of handling 10,000-ton oil spills. The four areas studied include: operating environment, interception and recovery equipment, temporary storage after oil and water recovery, and ancillary equipment to ensure effective operation.
