各地区行署,各市、县、自治县人民政府,柳铁,区直各委、办、厅、局:根据《中共中央国务院关于卫生改革与发展的决定》(中发〔1997〕3号)精神,为贯彻党的十五大精神,配套搞好城镇职工基本医疗保险制度改革,结合我区的实际情况,现就发展我区城镇社区卫生服务提出以下意见:一、发展社区卫生服务的重要性发展城镇社区卫生服务,体现党和政府对人民健康的关怀,有利于初级卫生保健规划的实现,有利于卫生资源的合理配置与利用,有利于基层卫生机构功能
