从1931年始1945年,中日战争前后一共进行了14年。直到1941年太平洋战争爆发后,中国才对日本宣战。然而,迄至这场战争结束,日本对中国却一直都是“战而不宣”。为何会产生这种怪状呢?这是因为日本居心叵测,做了多方面的考量。首先,日本不宣战,它对中国采取的行动就可以免受国际法的约束。正如宋美龄在《不宣而战之战争可以肆无忌惮》一文中所说:“日本方今以种种事实证明,不宣而战之战争,如何可以征服弱国,如何可以毋须遵守束缚正式
