在苏联新宪法中第一次规定了为公民和社会团体提供多方面法律帮助的专门条款。在关于律师界的立法中和在维护法律的实践中律师的纪律问题具有重要意义。在这方面,律师职业的规则及其内容,建立这种规则的程序与适用,以及纪律处分办法,提出申诉的手续等问题,都特别重要。对这些问题的处理,在很大程度上都决定于律师的独立性,这种独立性同律师提供的法律帮助的质量紧密联系在一起,同律师协助执行社会主义法制和实施审判的条件紧
For the first time in the new constitution of the Soviet Union, special provisions are made to provide various legal assistance to citizens and social groups. The lawyers’ discipline in legislation about lawyers and in the practice of safeguarding law is of great significance. In this regard, the rules and content of lawyers’ occupations, the procedures and application of such rules, the disciplinary measures and the formalities for making complaints are of particular importance. The treatment of these problems is to a large extent determined by the independence of lawyers, which is closely linked with the quality of legal aid provided by lawyers and with the assistance of lawyers in the implementation of the socialist legal system and the implementation of the trial.
