中共云南省委、省人民政府对建设漫湾电站非常重视,提出建设漫湾电站指导思想:建设漫湾电站,是云南各族人民的愿望和迫切要求;是富民兴滇的重大战略决策;它不仅是国家的大事,更是云南各族人民的大事;电站建设要坚持自力更生,国家扶持的方针,要充分发挥地方各级人民政府的积极性支援漫湾电站建设,加快电站建设速度,在建设中不断探索新路子、新经验。
