1983年以来,我省以机井测试改造为突破口,狠促机井管理工作,取得了很大进展,机泵现状明显改善,井灌效益显著提高。但由于乡(镇)、村水电管理机构互相脱节,群众浇地难、负担重等问题依然存在。华阴县岳庙乡认真总结机井管理工作的经验教训,从体制改革入手,通过1986年试点,1987年在全乡实行水、电统管,取得很好的效果。岳庙乡有配套农用机井294眼,灌溉面积2.02万亩,为纯井溉区。乡上成立水电管理站,由主管乡长担任站长,电管站站长和水管
Since 1983, our province has made a breakthrough in the testing of the shaft wells. We have made great strides in the management of the shaft wells. The status quo of the pump has been remarkably improved and the well irrigation benefits have been remarkably improved. However, due to the township (town), village hydropower management agencies are out of touch with each other, the masses of irrigated land, the burden of weight and other issues still exist. Huayin County Yuemiao Township carefully summed up the experiences and lessons learned from the well management, start from the system reform, through the pilot in 1986, implemented in 1987 in the township water and electricity control, and achieved good results.
