Explanation This article was taken from a lecture by William Hagen, professor of public policy and management at the Kennedy School of Government at Harvard University in February 2000. Professor Hagen is an advisor to a number of world-class industry leaders in power market reforms and power transmission issues. This paper is based on research conducted by the Harvard Power Policy Research Group and the Harvard-Japan Energy and Environment Program.
