一般项目可压缩通信必须搞上去辽宁省李长春省长说:没有发达的通信做手段,由过去的产品经济向商品经济过渡是根本不可想象的。没有发达的通信,也根本适应不了瞬息万变激烈竞争的市场。从我们开放的角度讲,开放首先要有个好的投资环境,而通信就是重要的投资环境之一。因此,从加速改革开放步伐的新形势要求看,不把通信摆在优先发展的地位上,是没有办法更好地贯彻党的十一届三中全会路线的。发展通信问题看来是个技术性的问题,实际上是关系到改革开放大局的问题,关系到十一届三中全会以来的路线能不能在我们这个地区很好地得到贯彻和发展的问题。在我们人类的历史上,某一个技术手段对生产力的发展、对生产关系的推动,都是对整个社会前进的推动。所以,我们今天的通信也是处在这个意义土。它将对我们今天的改革、开放
