各行政公署、自治州、市、县人民政府,省直机关各单位:改革开放以来,我省文物保护工作取得丁显著成绩,文物事业出现了蓬勃发展的局面。在发展社会主义市场经济条件下,我省文物保护工作要继续坚持“保护为主,抢救第一”的方针,贯彻“有效保护,合理利用,加强管理”的原则,大力弘扬中华民族优秀的历史文化,为社会主义物质文明建设和精神文明建设作出新的贡献。为进一步加强和改善我省文物保护工作,推动我省文物保护事业的发展,根据国务院国发[1997]13号文件精神,现就有关问题作如下通知:一、“九五”期间文物保护的总体目标“九五”期间,我省文物保护工作总的目标是:基本完成全国重点文物保护单位和省级文物保护单位的抢救维修任务;建成地(州、市)文物中心库房,建设一批重点县
