项目背景与动因自主创新的“深圳模式”成为媒体关注新焦点在全国20多年改革开放的历程中,深圳几乎从来都是“领跑者”的角色,也一直是媒体关注的一个焦点。尤其是2007年1月下旬,中央各大媒体再次南下,包括《人民日报》在内的众多媒体对深圳自主创新经验作了大篇幅的连续报道,并配发了评论员文章。这是一年来中央媒体第三次集中报道深圳自主创新经验。媒体认为,总结并学习深圳的经验,大力推动自主创新,意义重大。2005年曾数次到深圳调研的科技部“自主创新经验与政策”调研组,将深圳自主创新10多年来获得的成就以及独特经验,归纳为具有一定普遍意义的“深圳道路”和“深圳模式”。目前,深圳已经拥有国内规模最大的本土高新技术企业群落,以电子信息加工业作为产业自主创新的突破口,深圳已逐步形成了计算机制造、通信设备、充电电池等产业链。深圳从事研发、生产高新技术产品的企业已达3万多家,其中骨干企业1700多家、工业产值过亿元的企业超过200家。

In 2005, the research group “Experiences and Policies for Independent Innovation”, which was researched by the Ministry of Science and Technology several times in Shenzhen, summed up the achievements and unique experiences gained by Shenzhen in independent innovation over the past 10 years as “Shenzhen Road” and “Shenzhen Model” ". At present, Shenzhen already has the largest local hi-tech enterprise community in China. Taking the electronic information processing industry as the breakthrough point for independent innovation in the industry, Shenzhen has gradually formed the industrial chain of computer manufacturing, communications equipment and rechargeable batteries. Shenzhen engaged in research and development, production of high-tech products has reached more than 30,000 enterprises, of which more than 1,700 key enterprises, industrial output value of more than 200 million yuan more than 200 enterprises.
