《公务员法》是我国就人事管理制度进行的基础性立法,也是我国首次以法律的形式就公务员的管理进行的立法。作为第一部公务员管理的法律,该法有许多里程碑式的创新;但是也存在着一些不足值得我们反思,如公务员的范围有待商榷、公务员的录用有待完善、公务员财产申报和公务员的诉权有待设定。
The “Law on Civil Servants” is a basic piece of legislation on the system of personnel management in our country and is also the first time that our country has legislated on the management of civil servants in the form of law. As the first civil servant management law, this law has many landmark innovations; however, there are also some problems worthy of our reflection. For example, the scope of civil servants needs to be discussed, the recruitment of civil servants needs to be improved, the declarations of civil servants ’property rights and the civil servants’ rights of action pending set.
