近年来,云南财政厅紧密结合实际,锐意改革,积极探索省级预算管理改革,建立符合云南省情的部门预算编制体系,强化预算约束,取得了明显成效。财政资金分配更为科学、规范,支出结构不断优化,重点支出保障有力,财政职能得到有效发挥,为促进全省经济社会又好又快发展做出了积极贡献。一、深化部门预算改革,提高预算编制的科学性和规范性(一)以建立省级预算单位基础
