从1986年下半年开始,双鸭山市委建立了领导与“外脑”人员定期对话制度,并一直坚持开展这项活动,取得了很好的效果。在开展这一活动中,我们注意抓了以下五方面的工作:一是建立制度,明确对话范围。“对话”制度规定,每季度市委领导与“外脑”人员进行一次直接对话。参加人员中,领导方面有市委常委、市政府有关领导;“外脑”人员有市委办公室的秘书,政研室、经研中心等部门研究人员。每次对话,根据不同时期形势发展和工作需要,选定不同的对话议题,并按内容需要确定参加人员范围:有时是全体领导和几家“外脑”人员共同对话,有时是部分领导和
Since the second half of 1986, the Shuangyashan municipal party committee has established a system of regular dialogues with leaders of the “foreign brain” and has persistently carried out this activity with good results.
