我国经济建设走过了四十年的风雨征程。积四十年之经验,正如江泽民同志在党的十三届五中全会上的讲话中指出的:“最重要的教训,就是往往脱离国情,超越国力,急于求成,大起大落。”回顾历史,凡是在头脑清醒、步伐稳健的时期,经济发展就“质量好、效益高、后劲大”,人民也能得到较多的实惠;凡是头脑发热,片面追求高速度,破坏了平衡,经济发展就大起大落,质量差、浪费大、效益低,而且会给人民生活带来很大的困难。三次大调整
