为贯彻落实去年年底中央经济工作会议和今年年初全国金融工作会议关于“将促进国际收支平衡作为保持宏观经济稳定的一项重要任务”的决定,外汇管理部门从国家整体经济利益的大局出发,积极采取措施,调整金融机构短期外债管理政策,抑制短期外债过快增长,在促进国际收支基本平衡的同时,重点防范短期外债风险,维护国家经济金融安全。在金融机构及社会各界的全力配合下,短期外债管理改革得以顺利实施并取得了显著成效。
