中国证券市场承改革之风而生,却不幸背负了太多的转轨重负,值此世纪交替、万象更新之际,可以说已经走到了一个关键的十字路口。从上市公司下市等新动向,我们注意到中国证券市场近期出现的一系列变革的新气象,在它眼前铺开将是一条艰难的再造之路。中国即将加入世界贸易组织、国际投融资市场的变化、全环经济的复苏、发展新经济对新制度的渴求、国有企业改革的推进等一系列重大变化,要求中国证券市场顺应时势,脱胎换肯,就如同90年代美国企业在管理方面打破传统流程的革命一样,实施再造工程。没有证券市场的再造,遑论新经济,连旧经济在中国的运转也将受到阻碍。这里的“再造(Reengineering)”借用的是西方90年代以来“第二次管理革命”中的一个核心语汇。它最能表现出中国证券市场通过脱胎换骨的变革,摆脱目前进退维谷的生存状态,赢得未来之艰难历程。起风了,而人在路上!
In the wake of the winds of reform in the securities market in China, unfortunately, it has shouldered too much burden on the economy. Here, “Reengineering” borrows from a core vocabulary in the “Second Management Revolution” in the West since the 1990s. It can best demonstrate China’s securities market through reborn changes, get rid of the current state of advancing and retreating, and win the difficult journey of the future.
