赵紫阳总理在六届人大二次会议所作的《政府工作报告》中指出:进一步开放火连、秦皇岛、天津、烟台、青岛、连云港、南通、上海、宁波、温州、福州、广州、湛江、北海等十四个沿海港口城市和海南岛,实行经济特区的某些特殊政策,扩大它们的权力。这个重大措施,引起了国内外的广泛注意,人们很想了解这些沿海港口城市的经济建设、地理环境等情况,本刊将陆续转载和发表有关的通讯及文章,以供读者参阅。
